Auto Upgrate Buildings

A simple mod allowing the player to active a policy which is going to auto upgrade the buildings of the planets if of course the player have the tech and the ressources. That mod will allow you to easily manage a giant empire full of colonies and tiles with ease, all you will have to do is place a building once and the upgrate will be done alone by time if the policy is active.
