2. position is one of regions codeletter. A,B,C,E,H,J,K,L,M,P,S,T,U,V,Z (more info here : https://en.wikipedia.org/wiki/Vehicle_registration_plates_of_the_Czech_Republic)
3. position is either any letter except Q,G,O,W or any number
4. position (after stamps) is any combination of 4 numbers
Letter CH (or combination) is also forbidden from using in czech plates
