Less dust for BFE Kamikazes

No more waiting around for a giant cloud of dust to settle every time you shoot a kamikaze.

This mod modifies two files:
- Kamikaze.mdl - Removes an effect in the destruction config responsible for the giant dust cloud
- WhiteSandBullet.fpx - This one isn't related to the kamikaze, but I found the effect annoying too, so this mod cuts the duration of the effect by half and reduces the opacity
