Enable Conversion of Non-State Provinces

Description
Re-enables the conversion of territory (non-state/state non-core) provinces' religion and culture, as it was previous to patch 1.26 "Mughals".

Should work with any other mods without interference, including big overhauls. Happy vulting.

Save compatible, but not compatible with Ironman Achievements. Make sure to turn this off if you want to hunt the new achievements!

Mod is not needed for 1.33 the Define code is the same.

On top of other mods that do the same, this mod doesn't have an issue of going outdated since the one change it makes doesn't need updating. Just ignore the outdated alert and have at them.

...And I also lost the original files.

If that's your definition of necessary, it's now possible to convert unstated provinces with a 2% malus provided you have finished Religious ideas.

Is this mod still necessary? Or are we allowed to convert territories like we used to? I don't mind a 2% penalty for territories, I just don't like being flat out told that I just can't.

there is a territory -2% territory conversion without this, so i should probably try with and without this mod in the same save

I didn't touch it, but as I said in the previous comment, GC did not touch this modifier either, so it still should work
