Weeping Rock

Description
Weeping Rock is the name given to a region of islands between the lands of Cognito, Commuicado and Consequential. The name itself comes from a rock formation that appears to be crying.

These islands have long been contested between all three parties mentioned above, leaving them undeveloped and unused. Twenty years ago, representatives of Cognito and Communicado began talks of building rail and road between their lands through the islands. This caused no small amount of outrage from the government of Consequential.

Six years of negotiation settled the concerns of Consequential, and all three signed a treaty (known as "The Iron Handshake") to begin the development of the road and rail infrastructure to link the three lands. Construction of the highways and railways were completed seven years ago, and the economies of all three have been growing from the enhanced trade.

The only item not covered by the treaty were settlement rights for the islands. The treaty ending the Great Conflict between Cognito, Communicado and Consequential fifty years ago prohibited settlement by any citizen of those governments. It took ten years of negotiation and concessions before that issue was resolved.

That was last year. Today, you have been appointed by the concensus of all three governments to manage the settlement and development of the Weeping Rock region of the island chain. You have wide latitude and powers, but you also have to be a savvy politician to keep all sides content.

About the Map

The map itself is designed to be playable with the normal nine tile limit of Cities Skylines, although a mod to access more tiles might be preferable. The start tile has fertile land, forestry and mining all available. Oil is available neaby. Do note that the intersection on the starting island is not in the start square, so plan accordingly.

Mass Transit is required because I used a few asymettric roads in a couple of the interchanges.

There are four ship, plane and rail connections, but only three road connections. Playtesting never ran into a problem with traffic on the major highways, but rail traffic can get very, very busy. You will want to take steps to avoid rail congestion.

Shipping routes are restricted to the oceans to either side of the island chain. This leaves the intra-island waterways free for ferry traffic, if desired.

All of the assets and mods needed to play this map are listed on the right. Not listed is any particular LUT, but for the record I used Ronyx69's Relight mod with the Relight Neutral LUT (adjust brightness and gamma as needed).

Looking close at some of the screenshots, you may notice that I have no catenaries on the rail. If you don't want catenaries either, you can use Tim the Terrible's Catenary Replacer mod, which is not terrible by any stretch of the imagination.

Oh - getting the water flow right is so difficult!
I cheated a little bit: I saw several maps in the video reviews where the waterflow was really good - then I subscribed to them .. opened them up in the editor, and studied how that creator did his rivers and seas. And improved my water flow (slightly).

Definitely working on another one. I think I've made something like five partial maps since the review but none of them I was satisfied with (at least none had backward running rivers :D ).

Very good write up, nice touch. Inspired by BonBonB's review I'm going to try building a heaven for ferries. :)

@Aussie - I agree this was a marvellous video review - and that is because this is a really great looking map.
I have this DLC - but I would have preferred Network Extensions 2 instead for the roads.
