EDF Unique Units - APC

Adds the EDF APC to the arsenal of my previous Earth Defense Force civilization.

====Description====
The EDF APC is a Mechanized Infantry replacer that is much faster than its vanilla counterpart, having two extra points of Movement which brings its top speed up to five. This allows the EDF APC to maneuver around the battlefield much more quickly and to easily keep pace with other units such as the Modern Armor or Giant Death Robot. In addition, it also has a greatly reduced Production cost to build over its vanilla counterpart, making the unit much less costly to produce en masse. With no Resource requirement as well, the EDF APC can easily be mass-produced at little to no strain on the EDF's resource stores, making it an excellent addition to the EDF's armies.
