Fidels Radious Upkeep Tomb King Tweak Submod

Description
This is to be used with my upkeep mods so that Tomb Kings are kept more in balance because of the Radious mod increasing the tomb kings army capacity from 1 --> 2?.

Could you restrict the number of armies from the start ? I mena There must be only Settra and after 14 turns or so one more army and so on. Now you have two from the start plus 1 after 14 turns ?

Thx for this mod. Before this in all of my campaigns Khemri steamrolled the world because of the +2 Cap. I hope this is now under control.
