Steam Blast Spell

Adds two new spells:

Steam Blast: This spell delivers a blast of steam like a dwarven centurion that deals 15 damage per second and does 5 seconds extra damage after the spell has been cast.

Ice Cluster: This mod is an ice spike spell that, with flight, puts ice clusters on the ground that act as an ice wall that will hurt people when they walk into them.

Location: Can be found in Belethor's shop in Whiterun on the counter. Can also be bought of the court wizards of each city.
