Adds the Spanish State under Francisco Franco to the game.

UA: For Whom the Bell Tolls: Your religion's pressure weakens enemy cities and followers of your religion are never killed when you capture a city. Cities provide a portion of their Culture as Faith in the Capital when a military garrison is present.

UU: Condor Legion: Replaces Great War Bomber. Starts with Siege I. Trained faster for every Declaration of Friendship and civ following your ideology.

UB: War Memorial: Replaces Garden. Increases religious pressure by 25% in cities following your religion, and reduces by 25% in those that don't. +3 Faith in conquered cities, with an additional +3 Culture if it was previously owned by a civ with a different ideology.
