Adds 2 decisions allowing rulers to create titular kingdom and empire titles from their primary titles. In addition, creating a titular kingdom or empire gives characters the Founder modifier which boost prestige and diplomacy as well as opinions.

> will appears when you own 3 duchy titles.

Conditions:
- ruler is a duke and not a king
- is ambitious
- have 1000 prestige
- have 500 wealth
- 16 years and older
- not imprisoned, hiding, secluded, or travelling, or incapable
- not at war
- is independent

Cost 500 wealth and will give character a "Founder of a Kingdom" modifier.
> monthly prestige +2.5
> diplomacy +5
> general opinion +20
> vassal opinion +40

> will appears when you own 2 kingdom titles.

Conditions:
- ruler is a king and not an emperor
- is ambitious
- have 3000 prestige
- have 1500 wealth
- 16 years and older
- not imprisoned, hiding, secluded, or travelling, or incapable
- not at war
- is independent

Cost 1500 wealth and will give character a "Founder of an Empire" modifier.
> monthly prestige +5.5
> monthly piety +2.5
> diplomacy +10
> general opinion +50
> vassal opinion +80

The function is similar to the feature from the Charlemagne expansion dlc, so if you play with that dlc, don't use this mod. Also, I'm new to modding decisions so expect some technical issues from this mod. Suggestions and feedbacks are welcomed.
