I think you might have a toggle key to spawn it in, if you do then the particle won't spawn unless you press the certain key

ok so, i now have the advanced particle controller. is it supposed to work as soon as it's spawned? or is there some sort of button?

i know it's not an actual tornado lol. but ok, i will get the particle mod. also, ive seen quite a few things you've made. why don't you create a real map with source SDK

It's a particle system, it's not an actual tornado.
You need "Advanced Particle Controller" in order for it to work.
