[2.2.*] Additional Starting Resources

Description
**NO DLC REQUIRED**

This is a simple mod that adds additional starting resources for your playthrough, including the AI.

Upon creation of a new game, everyone (except advanced start empires) begins with:

Energy: 2500 (5000 for Machine empires without the Rogue Servitor civic)
Minerals: 2500
Food: 1000 (500 for Machine empires with the Rogue Servitor civic)
Consumer Goods: 500 (0 for Hive Mind empires)
Alloys: 500
Influence: 200

In vanilla, advanced start empires began the game with 10x the amount of starting resources. For the sake of balance, I have also given them 10x the amount of starting resources as shown above.

Let me know if there are any issues with the mod in the comments.

This mod is STILL preventing the Mechanist Civic from granting Powered Exoskeleton and Robotic Workers techs.

Updated. Everything should now work properly. I also found and corrected a few other things that I overlooked.
