Cultural Governments

Description
This mod loosens up some of the restrictions on government types, for your playthroughs that involve weird religion setups.

Chiefly, it expands:
- the Iqta government type to cover characters of arabic, altaic, iranian, or indian culture, IF they are not of a pagan, zoroastrian, or indian religion (this principally means the default muslim, plus christian religions, but should include modded religions as well if they have new religion groups).
- the Monastic Feudal government type to cover characters of buddhist religion, or any indian religion if the ruler is particularly religious (zealous trait, brahmin trait, learning greater than 10, etc).
- the Chinese Imperial government type to include all tibetan cultures, so you can now challenge china as a zhangzhung ruler if you like.
- the Byzantine Imperial government type to nations with maxed out crown authority and centralization laws, if you choose the byzantine elective succession method, which is also unlocked in this case.

This ensures these government types are still represented in instances where the map's religion setup is significantly different from normal.

Thanks to Chaincat for fixes to the byzantine elective system, as well as additional flavor text work.

Check out the Ancient Religions Reborn compatible version, too: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1589551295

it's just event pictures. It's not the most complex thing. Just finding the reference pictures is a pain.

@Chaincat Sure, friend request me and I'll steam chat you my email. I'll update the mod and give you a shoutout in the description. Haven't had much chance to work on CK2 mods lately, been into other games.

Unfortunately I don't have much experience with graphics modding, but I can put it on my list to play around with when I do get back around to CK2ing.

Hey, I've done a bit more work on the mod. Would it be alright if I send it over to you? I set up 2 flavors for my current playthrough and I intend to do a bit more so you don't end up in anarchy.
Chaincat 1 May, 2019 @ 6:00pm
for imperial elective, do

AND = {
OR = {
has_law = ze_administration_laws_2
has_law = crown_authority_4
}
has_law = centralization_4
tier = EMPEROR
}

Also, would you consider setting up empire gfxs for imperial governments? or just extending existing ones so we aren't in anarchy

Nah, it was replaced entirely with council laws to my understanding. Basically for each of the... 8 laws I think it was? the council has to vote on what you do. This starts with declaring wars and imprisonment and goes all the way to granting and revoking councilor positions if you let it max out, effectively turning you into a puppet monarch for your oligarchic council. Just make it so the council laws must all be set to "ruler" I think. Well, actually, maybe everything except council empowerment (the first one, requires the council vote to change laws) since, fundamentally, the imperial elective succession empowers the council. That one I'd say make it so it can be whatever. That's just my opinion tho. Oh, and, uh, do remember to update the ARR version. ^^'

Oh, I thought it was just renamed to one of the other law types. Sure, I can do something more complicated. I do still want you to have to "fully upgrade" your government before being able to enact imperial elective. Maybe having max centralization is enough? That was around before Conclave and still works in it, iirc. I'll look into updating this.

Could you remove the crown authority requirement for imperial elective? if we have conclave, we can't get it.

@kimthompson465 Ah, I think there are special rules for the HRE since it's not a normal empire title. I believe it can only use normal elective succession. Sorry :/.

@smrtak55 No, the main purpose of this mod is to make sure that the different government types still exist in their general regions of the world even if the religions are different, so a lot of it is culture-based and I didn't move any of the government types out of their regions. If you use the ARR version linked above, though, I did get a bit more crazy and make celtic paganism use monastic feudal just for funzies (although it's still got some tibeto-burman related UI text that I need to fix), so depending on how you set your game up it wouldn't be hard to get monastic feudal over to the slavic region as long as you don't switch religions.

is there any way i could play as monastic feudal slav?
