Description
Adds the Cherokee to the game under John Ross!

UA: Sequoyah's Syllabary. Gain a Eureka whenever a Speciality District present in the capital is built in a city, and Eurekas are 15% stronger during a Dark Age. Trader units grant a small burst of Great Scientist points when passing through a district.

UU: Aniwina. Replaces the Musketman. Gains experience whenever a Eureka is triggered or a Great Scientist is expended. Gains +7 combat strength while stationed in friendly territory, as well as generating Great Scientist points from combat in friendly territory during a Dark Age.

UB: Council Lodge. Unique City Center building unlocked at Recorded History. +20% Production towards Traders and Districts. Cities with a Council Lodge do not suffer Loyalty penalties from Dark Ages.

John Ross

LUA: National Party. Cities at Full Loyalty gain +1 Production for every three citizens during a Dark Age. Diplomatic Policies provide +1 Science to international trade routes sent from the capital. Unlocks the Council Reform project at The Enlightenment.

LUP: Council Reform. Unlocked at The Enlightenment. Is incredibly expensive to complete, and provides Food every turn it's active, as well as Science upon completion if completed during a Dark Age. Awards a Diplomatic Policy spot upon its first completion in the capital every era.

Agenda: The Cherokee Moses. Likes those he has diplomatic agreements with, especially if they have a weak military. Hates those who attack those who border them, increased if they complete Encampment projects.

This seems alright. Having played a game of it, I did come across a curious issue though; upon completing the Council Reform, I got a tech boost for about 5-10 technologies, and my science output suddenly became so much that I could research technologies at a rate of one every 1-3 turns.
