Admin Cap Reworked V2

Description
Reworked Administrative and Starbase Capacities ("AC" and "SBC") mechanics for 2.2 game version (based on files from 2.2.6 version):
-Capital buildings produce AC and SBC dependent on their level and type (see detailed description below);
-Lowered system cost from 2 AC to 1 AC;
-Lowered districts cost from 1 AC to 0 (districts are "free" now);
-Shrunk the base AC provided at start from 30 to 20 for balance;
-Owned systems do not increase SBC anymore (+1 per 10 owned systems in vanilla).

Here is the list of capital buildings and the Administrative / Starbase Capacities they provide:

building_colony_shelter / building_deployment_post:
--- (default building for newly colonized planet, provide no any AC/SBC);
building_capital / building_machine_capital:
+2 AC (unlocks at 10 pops, effectively makes colony "free" in terms of AC);
building_major_capital / building_machine_major_capital:
+3 AC, +1 SBC (unlocks at 40 pops, effectively makes colony and it's system "free" in terms of AC);
building_system_capital / building_machine_system_capital:
+5 AC, +1 SBC (unlocks at 80 pops, effectively provides 2 "extra" AC);

building_hive_capital:
+2 AC (effectively makes colony "free" in terms of AC);
building_hive_major_capital:
+4 AC, +1 SBC (unlocks at 40 pops, effectively provides 1 "extra" AC);

building_hab_capital:
+1 AC (default building for newly colonized habitat);
building_hab_major_capital:
+2 AC (unlocks at 10 pops, effectively makes habitat station "free" in terms of AC);

building_resort_capital / building_slave_capital:
+1 AC (default building for a small colony);
building_resort_major_capital / building_slave_major_capital:
+2 AC (unlocks at 10 pops, effectively makes colony "free" in terms of AC);

As a result, expansion should become easier - less dependent on the map size. Since higher tier Capital buildings provide more Administrative capacity, then Admin Cap depends a lot on the Empire population, gradually growing along with it.
Since capital buildings of higher tiers provide +1 SBC as well, it will be pretty much ensured that every well-developed system will be able to afford having a starbase.

IMO, this dynamic AC&SBC system should be more balanced than the vanilla version. Try it out and share your thoughts! :)

Keep in mind, the mod makes the game NOT achievement-compatible!
The mod CAN be used with saved games.

common/buildings/00_capital_buildings.txt

Game defines overwritten:
EMPIRE_SIZE_FROM_DISTRICTS = 0
EMPIRE_SIZE_FROM_SYSTEMS = 1
EMPIRE_SIZE_BASE = 20
STARBASE_CAPACITY_SYSTEM_MULT = 0.00

Is there a reason why no admin mods are able to properly update because it doesn't make much sense none of them

Does anyone know if there's a mod out there that, basically, just increases your SBC by 1 for each colony you own, kind of like this mod did?

I really liked this mod, especially since I could build a SB for each of my systems with a colony in it, which is something that I still want to do.

@Enlonwhite Ideally, you'd either have a split theme of building wide vs building tall, IE: In the former you get the bonus of having population and thus the support for AC boosting buildings like capitals, whereas in the latter you might get percentile bonus boosts in tech and income for having multiple core worlds in the same system?

You can have other mods that add a prefixed version of that file, and stellaris's magical black box file merging will either discard or overwrite the changes as it arbitrary sees fit.

Nevermind it's a a mod incompatibility that shouldn't exist, I don't have any other mods that edit 00_capital_buildings.txt

Like the idea of the mod, but the point of the AC and its penalties seems complete negated/pointing to a wide wins vs tall on this change.

Districts should not be free, I can see several reasons as to why and dont want to list the lengthy text it would require. (aka i came to find mods, cause too lazy to make my own.)

and as for SBC I always find you never have enough SBC to really fit your needs in a empire, even with 7-10 rushed repeated techs for it.
But i am unsure how to change this or affect this without hurting balance and the Grasping the Void Acension perk. (which is still not super good, but it is not bad in a few cases.)
