Automated Exploration at Start

Description
This mod adds a free tier 0 starting technology that enables the automatic exploration feature.

No files are changed, only a single file is added, "\common\technology\00_aeas_tech.txt". As a result, this mod should compatible with all future versions as long as the file format remains the same as 2.3.

It should be compatible with any future release that doesn't change the file format, 2.3 included.
