Lucky's Overhaul: Cataph's High Elf Sea Patrol submod

This is a submod for Cataph's High Elf Sea Patrol which balances new units to Lucky's Overhaul. It also adds increases to the recruitment cap system for Cataph's new buildings. Nothing else was changed from Cataph's original version.

The original mod made by Cataph and Lucky's overhaul are both required for this mod to work!!

Many thanks to Cataph for creating the High Elf Sea Patrol and also to LuckySpade for creating his amazing overhaul. Without either of these great modders this mod would not have been possible.
