Remove Monroe Doctrine

Fairly simple mod, I removed most of the monroe doctrine focuses so that the Americas would be more fun to play.

Historically the US didn't intervene in any wars in the Americas, simply protected them from being re-colonized, as shown by the Ecuadorian-Peruvian war (which took place during WW2) and the Chacho War (Bolivia Vs. Paraguay, took place pre-WW2). In neither of these wars did the US intervene.

I made this mod in ~1 hour so if there is any problems please let me know.

Ps. I kept the Operation Black Chamber & Preemptive Intervention focuses, you'll need 35% world tension to do Operation Black Chamber. After that Preemptive Intervension can be done in any condition assuming you've done Operation Black Chamber.
