Dark Leather Shirt blueprints are absent for purchase in the base game, at least as far as the Wiki knows. I decided to solve this issue by adding Dark Leather Shirt blueprints and items to places that already sold Leather Shirts, Vests, and Turtlenecks, as well as increasing the chances of vendors selling these items overall.
