Additional Launchpads Sandbox

Description
Simply adds additional launchpads to all planets and turns on sandbox mode. Things are also set to difficult for testing out your setups, though kerbal experience is turned off.

Updated to spawn a comm relay when a flag is planted near the KSC. This allows quickly jumping into the game to test new creations, or creating your own relay by not planting the flag to test your own abilities.

Added SPH launchsites and some underwater launch sites as well. I have been using this a lot for testing my own ideas out on planets without having to physically go there. Heads up, no comm network yet for distant planets so you still have to set it up. In the future I will try to add a way to generate a comm network automatically if desired, so this step can be skipped.
