Sorta updated for 3.4*. The workshop won't let me upload a new one, but it is still usable (just ignore the yellow exclamation mark).

All factions start with the tech for a free ascention perk (defined the rare tech as a starting tech)

yes... it changes a regular tech to a starting tech, so everyone gets it
