Scroll Merchants in Capitals

Description
Short version: Add merchants in major capitals and in Raven Rock

Description:Add new merchants who sell EVERY vanilla scrolls in the game in major Capitals.
Level lists have nothing to do with these merchants. They sell powerful master-level scrolls from the beginning and even those from DLC content without starting DLC quests.

Scrolls are meant to be useful for anyone, from master mages to Orc berserkers, but in vanilla, mages and warriors alike find them unreliable due to scarcity. Mages might just rely on their own spells, while warriors
might as well carry another enchanted weapon.

With this mod, you can find a stable supply of scrolls. Mages are no longer forced to be masters of all magic schools. Non-mages no longer need to carry lots of enchanted weapons and potions. There are surely a lot of creativity to be had. Spellswords typle of characters will be greatly benefited from this mod due to their huge stats and perks requirement.

Merchants Location:

1. Winterhold: near the entrance to Hall of Element.
2. Windhelm: Palace of Kings; Upstairs ( inside the room near court wizard)

3.Riften: yard next to Mistveil Keep ( where guards and Jarl son spar)
4.Whiterun:at the Bannered Mare backside ( Whiterun Dungeon entrance)

5.Markarth: Understone Keep ( near the entrance of Dwemer ruin)

6. Solitude: Justiciar Headquarter 2nd floor.( through Castle Dour in case you don't know)

7. Raven Rock: somewhere near the docking bay

Since even novice conjurers have no problem getting soul gems, why should you? Therefore I also added soul gems when I decide to share my mod.

Requires:
Dawnguard : despite no new spell scrolls added by this DLC, it acutally converts vanilla master level spells into scrolls.

Dragonborn : many new scrolls and spells are provided by this DLC

Made by CK using all vanilla assets. Single simple esp. Safe to install and uninstall at anytime since I did not modify anything.( That's why it needs Dawnguard DLC, for maximum stability and compatibility.)

Just finished going through every location where the scroll merchants are supposed to be and they are not there. The potion merchants are showing at their locations, however.

I only have steam deck. I don't have a pc. Do they have IDs? Making them spawn via console seems easier.

If the mods you're using modify navmesh or landscape in anyway, NPCs from other mods will either fail to respawn or stuck underground.
You can try to
1. make a patch yourself, but you'll need third party tools such as TESV Edit
2.Load my mod AFTER other mods (my mod only add simple NPCs without touching anything else, so load order won't mess up anything)

I use Whiterun + Forecourt, the learning stone, dragonsreach imperial overhaul, your potion merchant mod, and this mod.

Is it possible that you modded Whiterun? I tested in my game and the merchant was there

Some seem missing. Looked up and down for the one at Whiterun between the back of the Bannered Mare and the barracks and he is nowhere to be found. :(
