The biggest winner of the Iran-Iraq war were Turkey, China and North Korea. Troughout the war Turkey made some 12 billion dolars in profit from selling Iran consumer goods besides gaining a respectable stockpile of oil and its companies were the first to be contracted for the profitable business of reconstruction in both countries.

While both China and North Korea made good business with both countries during the war China specially cemented itself as Iran main beneficiary due to its massive purchases of iranian oil.

In this scenario China replaced Turkey as Iran main source of foreign investment and conducted major projects around Iran. The proximity in doctrine between the PLA and the Pasdaran/RGC led to plentiful new cooperation in defense, with massive purchases of equipment. In exchange for an unknown number of Tomcats and phoenix missiles and phantoms Iran got several plants capable of producing chinese airplanes locally.

The iranian navy got new hulls courtesy of chinese shipyards, all paid for in oil and LNG.

This revitalized iranian regime claimed the North Field natural gas deposit, part of its shared fields with Qatar. In a bizarre turn of events former enemies have reproached, if indirectly, and Iran-Iraq coordinated their invasion of qatar/kuwait respectively. Faced with a two-front conflict the Kittyhawk is tasked with running the gauntlet and breaking the blockade on the strait of hormuz.
