Better Ark

I was sad to see how empty most of Ark was so i made a mod fixing that. All Ark spaces (aside from most interiors) are updated with much more to see, loot and steal. There are way more NPCs, items, chests and secrets that reward you for exploring Ark too. In fact, if you've never even been to Ark, you may not even notice this mod.

(I wanted to add a ton more people to places but for some reason when I do, it causes vendors not to spawn. So, unfortunately, many places in Ark won't have an increase in NPCs.)

-----Major Changes-----
-There is now a Vendor in the Upper City/ Noble area that sells Teleport Scrolls, Gems, Jewelry and other misc items.
-Fixed a building in the lower city. For some reason it, and its door, were halfway underground. Probably an oversight from the devs.
