Whether or not Super Spies is even still on the Civ VI workshop I can't say, I haven't been active with Civ VI or it's workshop for nearly 2 years now and currently I have no plans to get back into it purely as a result of the asset limit hard-coding limitations making playing it how I want to completely unachievable.
Maybe Firaxis will surprise us all by providing modders with full access to the game's code to fix these sorts of issues sometime, preferably well before the release of Civ VII, like they did with Civ V well before Civ VI was even announced, but evidence that they will so far is sadly lacking...
@cobber51 - could you provide the name of the mod taht you mentioned on 6/20/22, please?

I discovered an alternative mod to this one the other day, though haven't play tested it yet. It's called Super Spies, and it has this mods' functionality but add some extra like spies going to level 6 promotions, just like combat units on the map. That might be a suitable option for your needs and desires, though as I said haven't play tested it so can't say for sure...

Also, in the Modding.log file I'm seeing this message corresponding to the above error message:
ModdingUpdateConfigurationDatabase - Loading Choose Any Spy Promotions.sql

I have all of Civ VI's DLC content, including all of the NFP content, and haven't got any other mods that are touching spy promotions, as far as I can see or recall anyway. I'll double check that though, just to make sure.
That's a great idea, and I totally feel you; games too easy are not fun. However, I simply lack the knowledge to make such a mod. This one was easy because I simply updated an abandoned existing mod. I believe what you describe is possible, but I cannot help you, sorry.
