Increase Event Payout Cap: Science

Description
In 2.2 science payout for events and anomalies seems unreasonably low - it was probably not properly updated to match overall increased production of everything. This mod seeks to adress it by increasing payout to levels comparable with unity payout by changing scripted variables responsible for upper limit of scaled reward.

This will affect most of the vanilla events as well as any mod that uses the scripted variables (Which most of them definitely should).

I hate to bump such an old mod without playtesting, but I'm really interested in how event rewards and incentive have scaled into the 3.x era. What's your opinion on this nowadays @Violent Beetle?

I'm just wondering about Science payouts for those Archeological Dig Sites. Are those capped in the same way, using similar formulae and game mechanics?

I think the main problem is that Minerals are largely worthless in 2.2. Paradox really ought to have updated at least 1/3 of the Mineral "gifts" from Anoms and Events to instead be Alloys gifts. But they couldn't be arsed.
