Trait: Colony
1 Military Policy Slot is converted to a Wildcard Slot in any Government. Gain an extra Military Policy Slot, +20% Production in all Cities and an additional level of Diplomatic Visibility when a Member of an Emergency.

Agenda: Elegy
Likes those who use a Casus Belli or have a strong army and tries to do so. Hates those who attack city-states.
