The reasoning behind this is that you need to amass more than 80 cop points in order to get the last achievement, and each time picking that choice will add only 5 points to your total. Points also seem to get reset once you finish the game for the first time.

This is just a workaround as the intended way to get this achievement is to get more than 80 points in a single playthrough, which is actually impossible due to the game having no more than 80, even in a perfect run.
