Improved Advanced Empires

This mod updates the advanced empires to start with extra technologies (1 weapon + 1 per type), more systems and more resources.
In addition, one of the starting empires gets an extra boost - even more technologies (another set of 1 per type) and resources.

The result is a more varied collection of empires (strength-wise) that can provide challenge throughout the game as opposed to burst of challenge from crisis or awakened empires.
