TIOW Space Marine powerpack Capacity and TFAR fix

Description
Adds:
- TFAR long range capability to the Space Marine powerpacks
- Increased carry capacity of Space Marine powerpacks (To allow for the usage of items such as toolkits)

Can be used without TFAR for capacity fix only.
