Passenger harbour high wharf

I don't know about you, but it always bothered me in my riverbank and coastal cities that the passenger harbor was so much lower than the height of the street.

And also (because I'm working on a thing for the cargo harbor), I wanted to learn how to use the .cons and .mdl files to hack together models since blender is still beyond my patience...

The result is this proof of concept/ugly hack, where I've made a two level passenger harbor, with the quays themselves at water level but the main buildings and the entrance at street level (about half a contour higher).

As a result, I've learned how to do pedestrian paths! Yay...

The stairs are from this bijou mod so all credit to majuen. You don't need that mod for this one.
