For Wide play. Triples the governors and governor points.

V2: Maximum governor points increased to 126 for R&F, and 132 for GS.

Confirmed, the Emissary effect does stack.

It would be interesting to have modular governors with each one having multiple options to choose from but that sounds like a mountain of work and hard to balance too.

I like the original governors. It was my goal with these mods to have more of them. There are some mods that change the first seven governors, such as Super Civs VI by Luei333 & M1sf1r3 or JT: A Song of Ice And Fire by joto92.

Why dont make unique governors?
