It deforms slightly, but it is mostly designed so that it doesn't pop turrets and the like as easily due to deforming near the impact zone. This was done to reduce the issue of blocks popping so easily due to other blocks deforming into them when they were not even brought down below 75% total HP for combat balance reasons.
