Single square bunker for most precious stuff, plus living areas above and around with cohesive expansion plan to grow the base.

Liveable base cost (stage 2):
1.2k wood, 4k metal, 192HQ.
Possible to substitute for stone until ready, in which case the cost is
1.2k wood, 7k stone, 750 metal.

Final stages include auto-turret encloses which can be opened from inside or automated with sensors.

Min cost to TC 23 rockets, 30-ish for complete raid (higher with simple upgrading/hardening of loot areas).

No BP's required to start and remain optional throughout all stages.
