Default to 90 rares per rocket.
Mod Option to change amount.

Make sure it gets newly landed rockets (hopefully).
Applying mod options didn't update rare amounts for landed rockets.
Added mod option to disable mod.

Sometimes it works, sometimes it doesn't... not sure why.
