House of Cards - A Casino Heist.

The first level in an ongoing storyline. This is not the beginning chapter, but rather the chapter I thought would be hardest to make (due to the number of civilians), so I decided to try and make this one first, before embarking on the entire story.

Please give me feedback on this chapter, it's difficulty level in particular. One of the frustrations I have with this amazing editor is that you cannot make civilians NOT react - to counter this you'll find that some are able to move and others are not (so that I had a variety of reactions). I always welcome all feedback, and endeavour to respond very quickly. I look forward to properly enveloping this chapter in a long and interesting story, based on the feedback I recieve from the community!
