History:
The city derives its prosperity from the silk trade, which flourished from the 11th century and rivals the Byzantine silks. The city is then also the capital of Tuscany. After the death of Matilda of Tuscany, in 1161, the emperor Frederick Barbarossa grants to Lucca the status of commune. It becomes an independent republic for more than five centuries. Dante spends part of his life in exile. At the beginning of the 13th century, Lucca and Florence are the most important Tuscan Guelph communes. The Lucquois, although few remain Ghibellines, are deeply divided between white Guelfs supported by old aristocratic families and merchants and black Guelfs, representing the new emerging class of artisans and workers. In the first half of the sixteenth century, the Lucca merchants brought back from Luther's books frequent trips abroad, provoking the indignation of the local ecclesiastical authorities. In the following years, the persecutions multiplied and the Republic created a Office of the Religion which was in charge of monitoring the religious behavior of the citizens. Lucca was one of the Italian cities where the population adhered most to the Reformation. Lucca owes its success to its banks and trade in fabrics. It manages to maintain its independence despite the wars that ravage regularly Italy. But after 1628, the Lucca democracy became an oligarchy. Lucca remains an independent republic until the conquest by the French in 1799. Napoleon I made it a principality for his sister Elisa Bonaparte Baciocchi. In 1815, the principality turned into a duchy, attributed to Bourbon-Parma, then attached to the Grand Duchy of Tuscany in 1847.

Ironically, I need to give a bug report regarding a reverse of what happened to my fellow mod-user here: As Mali, playing on Epic game speeds and Corp & Monopoly game mode, I've just received *4* great merchants after building my cap suguba.
I wonder if the previous user confused the city state trait into thinking that each new suguba and not just the capital one gets merchants - leading to a fix that actually doubled the cap merchant gain.

Or maybe this is just a new bug. I hope this helps.

I just had a game when i was playing as the Mali, when i found this city-state. Naturally i tried to get Suzerainship as soon as possible, but when i was the Suzerain I did not get a great Merchant when i built my Suguba's. So I left the AI take over instead of wasting envoy's, but the AI started to get great merchants from the city state.
TL:DR- the Mali doesn't work properly with this city state.
