Choose 'Editors', then 'Assets' from the main menu.

Properties:

Electricity:
-Electricity Consumption: 1 (Default: 15)
Gameplay common:
-Construction Cost: 1000 (Default: 3500)
-Maintenance Cost: 50 (Default: 1500)
Pollution:
-Noise Accumulation: 0 (Default: 25)
-Noise Radius: 0 (Default: 50)
-Outlet Pollution: 0 (Default: 100)
Water:
-Water Intake: 100,000 (Default: 3750)

Note: Water Towers must still be hooked up to an Electricity source or network (not just a pipe) in order to function.
