PSW Kestrel 3 - Lvl 12

All credit goes to astahlke for the design. I just added some additional engines and RCS to make it nimbler for POI assaults, created an ECO signal and a hibernate signal to lower fuel consumption for non-critical operation, make it unlock at level 12 and then replaced the weapons with all miniguns for poor people like me xD. This does mean that the shields have been removed but the cavity for the generator and tank are still there for later addition!
