History (In-Universe)

TIE Fighter showed to the Empire, to the Emperor, and to the whole galaxy - starfighter can be made extremely cheap and be still effective at the same time. It was a matter of time, when the very same idea will be implemented into a bomber. The task was given to the Sienar Fleet Systems, creators of the original TIE Fighter and it's system. Bombers were very effective against enemy capital ships because of their huge payload of bombs, torpedoes and missiles. Serving well to the Old-Republic's Heir Government, TIE Bomber nonetheless suffered from lack of speed and shielding. In fact, speed was such an Achilles' heel, that Imperial-class Star Destroyer could outrun the TIE/SA. Even though better starfighters were developed, like TIE Defender and Xg-1, TIE Bomber still remained as the main bomber for the Galactic Empire.
