Lars' 3 Chaos per region

Description

Adds 3 chaos corruption per region to the player.

All difficulties.
AI does not get bonus.
Remember that a province consist of several regions.

Requested by someone.
Should work across all updates even if it says outdated.

There you go. As simple as opening this one and changing the value from 3 to 100 :)
