Description
Based on a modified Paradise Reef map by MrMiyagiCS.

This savegame is by no means complete or perfect. The terrain is challenging and fun to work on. There are a lot of areas that are still not zoned, some road layouts I feel need to be redesigned, some items I just plopped until I decide where to place it, public transport and tourism is not yet fully implemented, problems come up from time to time (what city doesn't have any problem and frankly, where's the fun in that?), cashflow ebbs & flows, some things are overkill, some are lacking, etc. Otherwise, I think this is a good starting point towards fully fleshing out and completing the city.

This city was created with creativity in mind. I tried to make it look as realistic and organic as possible without loading too many assets and/or spending a lot of time going into too much detail. Those who want to avoid "cheats" and/or are looking for sidewalk level of uber detailing however, may want to look somewhere else. :-)

How to load this savegame:
  • Due to European assets & mods, this savegame will require more than 8Gb of RAM (system RAM not GPU) at my game settings (max) and resolution (1440p). It may load on lower settings that reduce system RAM usage but I have not tried so no guarantees.
  • Kindly ensure you have the requisite DLCs.
  • Enable European & European Suburbia theme (if you have it) in Content Manager.
  • Again in Content Manager > Savegames. Look for this savegame.
  • Click Subscribe to All
  • Once subscribed, click Enable All
I have not tried actually doing the last two steps myself so I am only assuming that is the correct click/wait sequence. :-)

Some notes on required assets and mods:
  • Missing Assets: If you do not have the DLCs and other content (like European Suburbia), you may proceed to load the city but you may encounter warnings/errors on loading. If the savegame continues loading but certain assets are not in the game, you are still ok. Saving the game from that point on and reloading it I think will be fine. If it doesn't load, then you need the DLCs I have listed.
  • Missing Mods: This is a complicated discussion so to avoid headaches, I recommend subscribing to all mods used by the savegame (see "How to load this savegame" above). Afterwards, decide which mods you wish to keep or not keep, preferably with the savegame still working. :-)
  • If you don't like the European theme, you can disable it (reduces memory usage if you do so) and use BloodyPenguin's excellent Environment Changer mod to change it (temperate, boreal, etc.) and reload the game. Alternatively, just create a district and change the theme to vanilla.
Some traffic tips:
  • Zone in small increments to minimize a sudden increase in vehicular traffic (that will cause traffic jams). This allows you to compensate more easily (if needed), without using TM:PE to despawn/reset traffic.
  • Roundabouts, one-way roads, and parking lots in the right places will help.
  • Roundabouts to be truly effective need TM:PE so junctions can be edited to allow for continuous traffic flow (enter blocked junctions, yielding, no pedestrian crossings, etc).
  • In specific situations and/or high vehicular volume intersections, use the TM:PE lane connector tool to modify one or more nodes to allow vehicles in only one specific lane to change lanes. For example, on a 3-lane highway, modify 3 nodes before the off-ramp so that the first node allows only the inner lane vehicles to change lanes, second node middle lane vehicles, and third node outer lane vehicles. What this does is help minimize the creation of choke points where vehicles from all 3 lanes want to use the same lane and attempting to do so on the same node. Works best if you insert a node or two where no lane changes are allowed in between those 3 nodes.
To achieve the visuals in the screenshots, I use the following:
  • Daylight Classic
  • Photoreal3 or Definite Vistion v1.3 LUT
  • Natural Beauty map theme
  • ReShade post-processing injector
  • Resolution supersampling via GPU (or use Dynamic Resolution mod) to increase visual fidelity
  • All screenshots in 1440p resolution
You can do without ReShade but I like the additional effects. I primarily use Technicolor, blur, and black level curve adjustments.

That's it. Have fun, modify the city as you see fit, and make it your own! XD
