Description
Battery charge/discharge rates are lowered by 25% in cold areas.
You can use heaters to keep them warm, see mod options to change percent.

Includes masochistic mod option to apply penalty to capacity as well.

I am noticing that the mod option to apply a penalty to capacity is actually going in what I believe is the wrong direction - the battery capacity is actually going up in cold areas as a result. For example, setting the penalty at 25% is making the Power Accumulator storage capacity increase from 200 to 250 during cold waves, or in cold areas. I am using this together with the Realistic Mars mod that affects battery capacity as well, so perhaps that is causing an error with the calculations of the Cold Battery Rate Limit. Thanks for any insight you can provide!

It's a bit complicated. And it depends, somewhat, on the type of battery.

Yes, as a general rule, batteries that are kept cool perform better than batteries that are warm or hot. But there can be a big difference between "cool" and "cold".

Most batteries work on an electrochemical process. But are these sci-fi batteries built on Mars electrochemical... or something else?

Anyway, the electrochemical reaction does slow down in colder weather, weakening your battery’s power. Freezing weather can actually drain an automobile's battery power by 30-60%.
