Permanent Decisions - Encourage Planetary Growth / Distribute Luxury Goods

Description
Makes the Encourage Growth and Distribute Luxury Goods Decisions last indefinitely, but cost an equivalent amount as monthly upkeep instead. The Distribute Luxury Goods Decision's cost still scales the same way and will be updated every 10 years while active, like it would normally.

IMPORTANT:
The two decisions monthly upkeep will be visible in form of a new rare planetary feature with a name like:
-X <resource> per Month

Upon stopping the decision, the corresponding planetary feature will be removed as well.

KNOWN ISSUES:
When terraforming a planet into a Machine World, Hive World or an Ecumenopolis, any planetary features on the planet will be removed, including the ones used for the decisions monthly upkeep, essentially making the activated decisions free. Stopping and reactivating the two decisions after terraforming will fix this.

Incompatible with any mod that makes changes to either of the two decisions.

There is no descriptor file. So the launcher swears. Suddenly it will fix it
Please update your mods, the launcher swears a lot and the game crashes when I load your mods. Please, can you fix your mod, the mod does not want to work correctly in the new version 3.2

@SteelCrow Thank you, and yes i think it should still work, but i have not played the new dlc/update yet, so i am not completely certain. I plan to update the version info once i tested it.

I'm pretty sure this mod still works in 2.6. I'll post if anything goes wrong.

@Zhee-Ra thank you, i never thought about it beeing affected by edicts. i changed it to use upkeep instead now :)

@Wulli I discovered a better way to simulate a monthly cost, at least for the encourage growth (so the food edict doesn't make it more expensive to upkeep when active). Instead of using "produces", use "upkeep". The civic/tradition that modifies upkeep for buildings and districts don't apply here.
