Permanent Edicts

Description
Makes all Vanilla Influence Edicts, Rare Resource Edicts and Event Edicts last indefinitely, but cost an equivalent amount as monthly upkeep instead. All costs scale according to all vanilla sources of "Reduced Edict Cost" and "Increased Edict Duration", like they would normally. Rare Resource Edicts also scale with empire sprawl as usual. Edict costs are updated once every 10 years automatically.

IMPORTANT:
An edict's monthly upkeep will be visible in form of a new rare planetary feature on your capital planet with a name like:
-X <resource> per Month
Upon stopping the edict, the corresponding planetary feature will be removed as well.
Changing your capital planet is of no consequence, the planetary feature will be migrated with the next automatic cost update(every 10 years after activation), alternatively edicts could be stopped and reactivated for an immediate effect.

LIMITATIONS:
The effect of the "Proclamation Broadcasts" repeatable technology caps at level 100.
Rare Resource Edict's cost increase according to empire sprawl caps at 1000 empire sprawl.
These limits are easily changed in exchange for a linear increase in loading time when starting the game, so please leave feedback in case they require adjustment.

KNOWN ISSUES:
When terraforming the capital planet into a Machine World, Hive World or an Ecumenopolis, any planetary features on the planet will be removed, including the ones used for the edict's monthly upkeep, essentially making all currently active edicts free. Stopping and reactivating all edicts after terraforming will fix this.

Incompatible with any mod that makes changes to the vanilla edicts(influence edicts, rare resource edicts and event edicts).

When these mods are out of date, they don't work with the version.
You either disable to mod so it no longer exist on the plot... or Update it! :steamdeadpan:

@ArchAngelGundam Thank you for informing me about this, there was a huge oversight of mine that let the game use the planetary deposits used for the monthly edict upkeep in galaxy generation. I have fixed the issue now.

I'm not sure if it's something not working with one of my other mods, but I think you should know anyway. With this mod several systems (~50%) have no mining/research points, AND AI nations do not expand.
