Highway End 4 lane drop

Needs NE2 for 4 lane and 2 lane highways.

A destination that uses all 4 lanes can make a big difference in highway traffic.

This is a highway end where every lane has its own entrance/exit. Each highway lane meets one road on the ground. The 3 roads on the ground don't actually connect at any point. Pedestrians can walk to any road. Technically its a highway exit with 3 separate entrance/exits.
