Better Barbaric Despoilers

Description
Added war goal "Pillage" which is similar to "Despoil" except for the following.

*Reward for victory is based on the target pop count not planet count.

*Half reward is given for a white peace

*Rewards now include alloys, consumer goods and rare minerals.

I think Paradox changed how wars worked in 2.7. I'll take a look under the hood and update it soon.

Mod seems to be having some issues for me. I don't have the option to surrender, demand surrender, or settle status quo, but it appears the AI does. Am I missing something?

Not sure. I' going to run some tests later this week. If anything is broken I'll fix it but I believe that nothing I touched should be affected.
