Quarter Sprawl from Districts

Description
Mod made by request.

This mod adjusts the Empire Sprawl generated by each district to +0.25 instead of the default +1.

No other Empire Sprawl values were modified.


This is compatible with saves made prior to adding the mod.

This mod should work fine with other mods unless they modify the same value and load after this mod in the load order. In that case this mod will just not do anything.

Hey, for some reason, the AI is building basic resource buildings rather than building their districts and using the slots for more specialized buildings.

It makes no sense that a district requires as much oversight as an entire colony or star system.
