Kaiserreich Submod - Arthur MacArthur III

Description
This is a small submod that adds Douglas MacArthur's older brother, Arthur MacArthur III, as an admiral.

Arthur died in 1923 OTL of appendicitis, easily avoidable in KRTL.

Right now I have it set so Arthur sticks with Douglas if he takes power. Arthur is also not able to be pardoned by the AUS or PSA.
