Description
Changes the cooldown timer from 4 turns to 2, as well as the necessary AP needed to cast from 1 to 2.

This balance change was made due to my growing annoyance with how long Tactical Retreat's cooldown was, especially since it's an important skill for rangers to reposition with early on in the game.
